The Commissioner

As a Doña Ana County Commissioner, Billy has improved financial management and effectiveness in county government, advocated for rural communities and responsible development, and expanded the participation of residents in decision-making. He was Chair of the Board of County Commissioners from October 2013 through January 2016.

During his tenure as a County Commissioner, he worked hard to bring sensible, progressive change to Doña Ana County. He led regional planning efforts, championed establishment of the Organ Mountains-Desert Peaks National Monument, and advocated for improvements in county government.

He has also promoted policies and programs in support of economic development, marriage equality, and protection of immigrant rights. And, he helped secure more than $15M for improvement of rural communities, as well as $9M in state financial assistance that will create more than 600 jobs.

  • Policy Committee of the Metropolitan Planning Authority (MPO)
